@Dave MacIntyre: Could have been a female mime - you don't know what the character from fiction/comics is, do you? The costume is familiar but .... ???

The only characters I can think of are Charlie Chaplin and Winston Churchill, though there's no mustache and cane, and there's no extra "padding" on the actor. What do you think?
